Tenderloin Housing Clinic began offering Transitional Housing in 2015 and renamed the department to the Department of Recovery Services in 2024. The department runs three separate programs to provide safe and supportive housing for individuals needing stability and support while working to transition into permanent housing.
New Horizons Transitional Housing Program
Clean and Sober Transitional Housing
About the Program
New Horizons clients will participate in regular case management, housing planning activities, and income planning in a clean and sober environment for up to 12 months at the Drake Hotel, a converted SRO. Participants will be encouraged to build connections and will work together to contribute to the good of the community both inside the Drake and in the neighborhood by helping keep the building clean and by participating in events and activities.
Savings Plan
While in the program, clients will set aside a percentage of their income every month to save for their exit plan.
New Horizons Eligibility
Case managers working with APD may refer clients who are homeless and who meet probation requirements. Only clients who wish to live in clean and sober housing will be referred.
Leroy Looper Graduate Program
About the Program
Named after Leroy Looper, a local and national pioneer of supportive housing and an advocate for those impacted by substance use, homelessness, and poverty, the Leroy Looper Graduate Program offers participants a second chance at re-entry. Justice-involved individuals who have successfully completed a previous residential treatment program are offered an opportunity to live more independently for up to one year in one of 12 units at Eddy and Larkin Street. Participants are supported by THC staff, who help them transfer to permanent housing upon exit.
Leroy Looper Eligibility
The Leroy Looper Graduate Program is available to justice-involved adults who have successfully completed a previous residential treatment program and demonstrate stability to be successful in a more independent environment. Participants are referred by an APD Case Manager.
