October 2025 marked the 10th anniversary of Tenderloin Housing Clinic’s Transitional Housing Program. On December 30th, 2025 THC staff, including Executive Director Randy Shaw and Director of Recovery Services Richard Beal, were joined by former THC Transitional Housing staff, current and former program participants, funders, and community supporters, to celebrate the department’s history and achievements. The celebration was held at the Drake Hotel, where the New Horizons Program was established in 2015 and where it continues today, offering up to 60 participants a clean and sober environment to support their re-entry for up to 12 months. THC’s Department of Recovery Services also operates the Leroy Looper Graduate Program which offers 12 participants who have successfully completed a previous treatment program the opportunity to live more independently for up to one year at the HTL587 site.

Among those who attended to support the department’s success were Supervisors Rafael Mandelman and Matt Dorsey, Chief Probation Officer Cristel Tullock, recovery advocate Tom Wolf, and Executive Director of The Way Out, Steve Adami. Cristel Tullock presented THC’s New Horizons Program with a Certificate of Achievement from the San Francisco Adult Probation Department to celebrate the milestone.

The celebration also featured testimonies from previous participants who shared their experiences with substance use and incarceration and their incredible journeys through recovery, employment, stable housing, and financial wellness. Those who shared their stories attributed their success to the resources offered by THC and the Community Assessment and Services Center (CASC), the dedication of THC staff, and the welcoming and inclusive environment of the program. Even Dipak Patel, the owner of the Drake Hotel and, remarked that THC provides a family-like environment for program participants.

Richard Beal thanked the event sponsors Sunflower Sober and Drake Hotel ownership (RPM Management Group), and highlighted the department’s long-time funder, the San Francisco Adult Probation Department, saying their partnership has “emphasized coordination, support, and a pathway toward long-term stability, sobriety, and housing success.” Richard also showcased the success of the program over the past decade by sharing the following statistics:

  • 170 clients transitioned to stable or permanent housing
  • Clients in the saving program saved a collective $585,000
  • 4,064 housing applications were submitted on behalf of clients
