Summary of Programs and Services
The Tenderloin Housing Clinic (THC) seeks to preserve and stabilize low-income housing in the Tenderloin and surrounding communities. We focus particularly on residential hotels, assisting tenants to assert their legal rights, providing culturally competent supportive services, and creating employment and leadership opportunities for formerly homeless tenants.
Founded in 1980, THC began as a law office for tenants. As of 1988, THC expanded its services to provide housing placement, support services, and money management services for homeless single adults. In 1999 the Clinic began leasing and managing single-room occupancy hotels (SRO's); becoming San Francisco's leading provider of permanent housing for single adults leaving shelters. In addition to providing housing and legal representation, the Clinic has been instrumental in the passage of city laws protecting residential hotels, strengthening rent controls and eviction protections, and enhancing San Francisco's system of housing code enforcement.
The Clinic has contracted with the City of San Francisco to operate housing programs for homeless persons since 1988 and currently serves over 3000 clients per year. It is among the city's leading employers of formerly homeless people. Service Employees International Union Local 1021 represents the majority of the Clinic's over 230 fulltime employees. The following is a summary of the services provided by THC:
Tenant Organizing and Legal Services
THC operates the Central City SRO Collaborative through a contract with the Department of Public Health. The collaborative provides outreach, tenant counseling and tenant organizing services to tenants in SRO hotels in the central city area. Four attorneys provide tenants with legal assistance and advice. THC also operates a Tenant Representative program in order to enhance stability in the hotels and address residential community concerns. Tenants Representatives reside in various hotels and with the support of a Tenant Organizer hold regular meetings and respond to tenant concerns.
SRO Housing/Master Lease Program
The Housing Clinic has leased fifteen buildings since 1999 and turned them into supportive housing sites. All referrals are made through the Department of Human Services Housing Access Team, (HAT), through the emergency shelters or through qualified agencies. Clients not referred through the HAT must receive Social Security or Veterans benefits or have income from work. People living in shelters or working with other homeless service providers need a referral from a case manager.

The Tenderloin Housing Clinic entered into a master lease with the owners of the Seneca Hotel in 1999, adding the Mission and Jefferson in October of 1999, the Vincent and Hartland in 2000, the Looper in 2002, the Royan and CalDrake in 2003, and the Graystone, All Star and Pierre in 2004. The Raman Hotel, a building exclusively for homeless seniors and the Hotel Union were brought on in 2005. The most recent acquisitions in 2006 include the Boyd and Elk Hotels. THC now provides more than 1,200 units of supportive housing in San Francisco. All of these units have been brought on with the funding and partnership of the San Francisco Human Services Agency.
Tenderloin Housing provides support services on-site in the hotels including support groups, individual case management, HIV/AIDS specific case management, employment referral services, and a tenant representative program. All tenants placed in the hotels have been formerly homeless low-income San Franciscans.
Improvements made include re-painting and tiling the majority of the rooms and hallways, improving the lighting throughout the hotel, improving fire systems throughout the hotel and adding lighting and security feature to the front desk and building entry. THC has obtained Redevelopment Agency funding at the Seneca to build a community kitchen and a laundry and to increase accessibility for disabled persons. The Mayors Office of Housing has approved funding for accessibility improvements at the Mission Hotel.
The rehabilitation of the lobby of the Hartland Hotel created a community space for tenants to utilize for hotel activities as well as providing room for support services and administration.
Housing Placement/MPP
The Modified Payment Program provides money management services for single adults in residential hotels in the Tenderloin, Mission and South of Market neighborhoods. Participants have their benefits checks sent directly to THC, where the tenant contribution towards rent is automatically deducted. Rent is then paid on a regular basis through the MPP to the tenant's landlord. Representative-Payee services are also available to those who are participating in the MPP.
Support Services
The Support Services program provides case management and other services to THC tenants. All Master Leased building have support service staff located on site at the hotels. Services include mental health and substance abuse services, employment services, information and referral and many group activities. All services are offered on site in the hotels and at the THC office.
Shelter Plus Care
As a sponsor for the Shelter Plus Care program, Tenderloin Housing administers 90 sponsor-based subsidized units for clients who are homeless and disabled. Clients accepted are referred to one of several housing sites where support services are
available. Applications are processed through the San Francisco Human Services Agency.
Family Rent Subsidy Program
THC now runs a rent subsidy program to provide quality affordable apartments for families living in SROs, and Tenderloin families living in overcrowded apartments.
The Galvin Apartments
The THC owns and manages the Galvin Apartments, 785 Brannan Street. The Galvin includes 56-unit studio apartments affordable to very low-income tenants who have previously lived in an SRO. It is named in honor of Sister Bernie Galvin of Religious Witness with Homeless People.
